The item is a lamp base in need of restoration to become a working lamp again. The lamp base has a pottery or porcelain urn in the center with an Armorial type painted shield decoration (see photos). The urn has brass or bronze mounts that have a green verdigris discoloration from age. The rod and some parts of the lamp are iron, so there is some rust from those portions (see photos). The item does not look to be marked by a maker (see photos). The item is from an estate liquidation. The item as shown in total measures about 12.75 inches high, and it is about 5.25 inches wide at the mounts on the vase (and it is about 3.4 inches wide at the base). The item has portions of tarnish, verdigris, some rusting and some wear (see photos and / or written description for the condition of this item). This is a nice urn lamp base to make a lamp out of and to add to your collection.
