Both parts are fully functional and ready to be used . See pictures and descriptions for condition Nitto Handlebars are lightweight and strong and in good condition. A few minor scratches but show well . Uncut bars . Some minor damage on bar ends as shown in pictures, but can still slide brake levers on and off easily . Overall in a good used condition Nitto quill stem in good condition and fully functional. No rust or oxidation showing. Quill was lubricated and threads freely.
