It is definitely Tongan despite not having a team name appear anywhere on it. the badge is definitely based on he Tongan crest. It has a 9 on the back which is part of the shirt rather than ironed on. My best guess is it could be a veterans shirt or maybe a student shirt perhaps. I purchased as a part of a match worn collection along with other Tongan Match Shirts. Size XL.
