This is a gold tone metal buckle with the image inlay sealed under a clear resin finish, made by Pacifica Mfg., of Los Angeles, California, in 1977. It is in pretty decent used condition, as shown in the photos it does have some wear and tear from age and use. It measures approximately 3-1/2" x 2-3/8", fits a 1-1/2" wide belt as is, it does have a tabbed loop, so it can fit up to a 1-3/4" wide belt if needed, and it weighs about 2.5 oz.
