Description: THE NEW DIPLOMACY. "Without wishing to go beyond the bounds of courtesy, my government considers..."Keywords: Cold War, Allied Control Council, ACC, Vasily Sokolovsky, Allied Occupation of Germany, Soviet Union, international relations. The Allied Control Council (ACC) or Allied Control Authority was the governing body of the Allied occupation zones in entire Germany (1945-1949/1991) and Austria (1945-1955) after the end of World War II in Europe. After the defeat of the Nazis, Germany and Austria were occupied as two different areas, both by the same four Allies. Both were later divided into four zones by the 1 August 1945 Potsdam Agreement. Its members were the Soviet Union, the United Kingdom, the United States, and France. In September 1946, disagreement arose regarding the distribution of coal for industry in the four occupation zones and the Soviet representative in the council withdrew his support of the plan agreed upon by the governments of the United States, Britain and France. Against Soviet protests, the two English-speaking powers pushed for a heightened economic collaboration between the different zones and on 1 January 1947 the British and American zones merged to form the Bizone. Over the course of 1947 and early 1948, they began to prepare the currency reform that would introduce the Deutsche Mark and ultimately lead to the creation of an independent West German state. When the Soviets learned about this, they claimed that such plans were in violation of the Potsdam Agreement, that obviously the Western powers were not interested in further regular four-power control of Germany and that under such circumstances the Control Council had no further purpose. On 20 March 1948, Marshal Vasily Sokolovsky walked out of the meeting of the council and no further Soviet representative attended until 1970s, thus incapacitating in practice the council. WHO IS THE ILLUSTRATOR?Leslie Gilbert Illingworth (2 September 1902 – 20 December 1979) was a Welsh political cartoonist best known for his work for the Daily Mail and for becoming the chief cartoonist at the British satirical periodical Punch. In 1927 Illingworth saw his first work published in the satirical magazine Punch In 1945, following the death of John Bernard Partridge, Illingworth was offered the position of Second Cartoonist at Punch working alongside E. H. Shepard. In 1948 he became a member of the 'Punch Table', being invited into creative meetings where the senior staff would discuss the content of forthcoming issues.WHAT IS PUNCH? Punch, a magazine of humor and satire, ran from 1841-2002. A very British institution renowned internationally for its wit and irreverence, it helped to coin the term "cartoon" in its modern sense as a humorous illustration. Punch was the world's most celebrated magazine of wit and satire. From its early years as a campaigner for social justice to its transformation into national icon, Punch played a central role in the formation of British identity -- and how the rest of the world saw the British nation. In its formative years Punch combined humors, illustration and political debate with a fresh and radical audacity. During its heyday in the late 1800s, it reflected the conservative views of the growing middle-classes and copies of it could be found in the libraries of diplomats, cabinet ministers and even royalty. In the Western world, Punch played a significant role in the development of satire. In the world of illustration, it practically revolutionized it. Over the decades as it charted the interests, concerns and frustrations of the country and today it stands as an invaluable source of cartoon art, satire, but as primary source material for historians.
