The other 18 packs I imagine are called "LIGHT" though I am not sure of that. Thousands of Ebay pokemon pack sellers seem to make up their own definition of "HEAVY". Be wary or ask questions if someone sells a "HEAVY" pack then figure out what they mean. FYI, I've tried to google the "HEAVY" definition for a pokemon pack but don't really see any definitive answer. Of course there are many so called experts that convincingly have their opinion. I have no idea if this is "HEAVY" based on the above definition but I would say it is heavy as it is at 21G.
