BID WITH CONFIDENCE - SATISFACTION GUARANTEED NEWFOUNDLAND 177 1931 6c ST JOHNS HOTEL 3RD PUBLICITY ISSUE MPH CV$25 Six cent 'Newfoundland Hotel', ultramarine from the re-engraved 1931 'Labrador Publicity' issue, engraved, Coat of Arms watermark (position 5). Perf. 13.8x13.8 (total of 7 perf varieties in this issue recorded to date, only 2 of the 6 cent value). Printed on medium weight, white wove paper with horizontal mesh, whitish (almost colorless) gum. Approximately 30% of original gum disturbed by previous hinging, hinge remnant, pencil notation on gum. Sound, fault-free example of this Newfoundland stamp. In spite of there being a supply of some 16,000,000 stamps from the 1923-24 Pictorial issue still on hand in June 1927, the Department of Posts and Telegraphs contracted with Whitehead, Morris and Company to proceed with a new set of stamps in an enlarged format to more effectively promote Newfoundland's history, scenery, beauty and accessibility to potential visitors and investers. The 6 cent value of this new issue initially was to have featured an image of the S.S. Newfoundland promoting the lines of communication between Newfoundland the United States and Great Britain. Almost immediately after the official announcement for the series, the image for the 6 cent stamp was changed most likely because 3 stamps in the series were to have depicted steamships. Instead of another steamship, the design was changed to feature the new Newfoundland Hotel in St. John's. This hotel was built in reply to concerns that while the colony wanted to attract tourists, hotel accomodation in the capital was poor and insufficient. A company was formed and a million dollars worth of bonds issued to raise funds to erect a modern hotel. This issue was guaranteed by the Governemnt of Newfoundland to the extent of $450,000 because the scheme was supporting the colony's tourist policy. The exact photographic image that the stamp design is based on is unknown. In 1927, the British Privy Council, over Canada's objection on behalf of Quebec, confirmed the Dominion of Newfoundland's historical claim to Labrador. Newfoundland used the reward to publicize it's significantly enlarged landmass through a new series of stamps that hopefully would encourage additional tourism and economic development. The first of 3 series of stamps known as the "Publicity" or "Pictorial" (sometimes "Newfoundland-Labrador") issues were printed in 1928 by De La Rue and Company of London. Soon after this printing, De La Rue lost it's contract to John Dickson and Company but refused to turn over the engraving plates to the new contractor. John Dickson then asked Perkins, Bacon and Company to produce "re-engraved" plates of most of the 1928 images which were subsequently used to print the 2nd Publicity stamp series in 1929-1931 and the 3rd Publicity issue in July of 1931. Paper watermarked with the Newfoundland 'Coat of Arms' was used for the first time in the printing of the 3rd Publicity issue. Images should provide all the information necessary to make a reasonably intelligent bid on this lot.
