THE "NOTICIA" IS RECOGNIZED AS "ONE OF THE MOST VALUABLE DESCRIPTIONS OF TEXAS ON THE EVE OF THE REVOLUTION" (Jenkins). It is a unique and irreplaceable account of Texas in 1834, documenting natural history, climate, slaves, Indian tribes, geography, commerce, Texas settlers (on the verge of revolt) and their military capabilities. Ultimately, this slim volume contains an intelligent assessment not only of the potential economic value of Texas to the Mexican government, but indicators of the uprising that would eventually become the full-scale war known today as the Texas Revolution. According to the venerable Handbook of Texas, "no other inspection was made in Texas during this period; it is to Almonte''s report that the historian must go to find an account of the state at that time." Juan Almonte was sent to Texas as the official envoy of the Mexico, "to hear the complaints of the Texans and to gain time for the government to devote its attention to Texas matters" (Streeter). The present "Noticia" was Almonte's report to Santa Anna after traveling extensively through the territory, having been tasked with obtaining facts firsthand in order to advise the Mexican government on their policy towards Texas. This small, justly famous pamphlet contains a wealth of valuable statistical information that had never been compiled."Because of the military purpose behind Almonte''s orders, his text includes information pertinent to both the history of slavery and native American history. The charts and folding tables especially contain relevant statistics, such as that the population of the "Departamento de Los Brazos" has 1000 blacks living in slavery among the 8000 residents (p. 50). Table no. 3 presents a census of fourteen Indian tribes, indicating which are hostile and which are friendly, with the note that a few other tribes are not worth mentioning because they are almost extinct. The vastness of the Texas plains is highlighted by the final table, which studies population density" (Siebert Library, sale 1999, lot 940: a copy in original wrappers as here, realizing $13,500). Almonte arrived at Nacogdoches, Texas by way of New Orleans in May, and had reached Monclova on his way back to Mexico City in September. His trip took him through San Felipe, Brazoria, Velasco, Matagorda, and Harrisburg (i.e. latter-day Houston). His "Noticia" was published in February 1835, shortly after the publication of Austin''s "Exposicion." The pamphlet is dedicated Gen. Miguel Barragan dated Mexico, January 1, 1835. Barker gives an excellent account of Almonte's visit, of the instructions, both public and private, which preceded the journey, and THIS report. Barker, Life of Stephen F. Austin, pp. 462-466.
