Feb. 13, 1861 Mr. LINCOLN evidently regards his departure for Washington as a fit occasion for breaking the silence he has hitherto so resolutely maintained on the state of public affairs. He is no longer simply a private citizen, but is on his way to the assumption of duties and responsibilities more grave and momentous than have ever before been devolved upon any of his predecessors. In acknowledging the greetings which he receives from his fellow-citizens at the various points of his journey, he accordingly refers to those duties, and to the important questions of practical policy which will engage his earliest official attention. While it would be evidently unfair to regard such casual remarks as indicating, with any great precision, the line of conduct which he will pursue as President, they may very justly be studied as indicating the general spirit and temper with which he will enter upon his official duties.
