We use Beckett (BGS) for our professional grading needs. Our prices are based on median as of with an added premium for near mint/mint booster pack fresh ready to Grade condition. Cards in those two collections went from booster pack to protective sleeves and then to secure storage for the last 25 years. They have just been removed from storage to become available to collectors. They are used, since they have been removed from their booster packs, although they are generally in brand new appearance and in excellent mint/near mint condition.
