BENEATH ON EACH SIDE THERE ARE TIERS, THREE IN ALL OF PLAIN NET RUFFLES THAT ARE EDGED IN THE SEQUINS AND BEADS. NO CLOSURES, MUST BE SLIPPED OVER THE HEAD TO BE WORN.
