That's how Nature does it - These Dark Green or Norwegian Pines can be planted with much of their Trunk showing (painted bamboo), thus giving them a height of OVER 3". Or they can be planted with the Foliage flush to the ground, thus giving them the height of the foliage (see Pics & Dimensions below) - Stick them right into Soft Terrain or Drill a Lead Hole for use on rigid terrain.
