On the last page, he makes a comparison between himself and Abraham Lincoln. "As for myself, I intend to go forward, to the best of my ability with the work that you elected me to do. I shall do so in a spirit perhaps best summed up a century ago by another President when he was subjected to unmerciful attack. Abraham Lincoln said:..." Document was acquired in an auction primarily from someone that worked in the Department of Defense and State Departments of the US. The majority of the documents and photos (many from NATO) were from the 1970s. Given the appearance/aging of the document, as well as the context of documents received, this appears to be an original document that was deemed worth keeping.
