The account of the change, of the releasing of gas from cylinders, to the use of the “Livens Projector” and the German “cross shells” containing gaseous cornpounds of phosphorus, arsenic and organic poisons, is most interesting. The red cloth hardcover is clean with some light wear at the corners and spine ends. There is a library number on the spine and an old card pocket on the rear pastedown. There are no other signs of libraries such as stamps or perforations. The title page is torn about one inch up from the bottom at the hinge. The interior is otherwise good with no names, marks, underlining, tears or odor. The paper is slightly toned with age. The hinges and binding are good with no loose or missing pages. The silence surrounding the true facts of the chemical campaign, the tardy realization of the real forces behind it in Germany, and our failure to grasp the significance of the matter in the Treaty, all pointed to the need for an early statement.
