Leather joints are very worn with front boards splitting and near separation; rear joint okay. Some pencil marginalia. Contents very clean. No foxing. This was a surplus copy in the holdings of the Library of Congress with stamp on blank opposite t.p.; no other stamps or markings. Very rare, issued by the postmaster general and available only to members of the post department.
