He studied law under Jared Ingersoll, noted member of the Constitutional Convention of 1787 and signer of the Constitution. After a successful career practicing law in Philadelphia, Binney was elected to the House of Representatives on an Anti-Jacksonian ticket in which he defended the bank of the United States and opposed the policies of President Andrew Jackson. He also published law pamphlets during the Civil War that justified President Lincoln's suspension of habeas corpus. This 1852 pamphlet is recording of the Philadelphia Contributorship in which Binney was a keynote speaker. His address discussed legal considerations with insurance. COLPAP-0986-RT100
